Hemisfair, a cherished urban park in downtown San Antonio, is seeking $37.8 million in the upcoming bond cycle to complete the next phase of its development. This funding is crucial to finish Tower Park and prepare the area for Project Marvel, which includes a new Spurs arena and an expanded convention center by 2028.
Funding and Development Plans
The nonprofit managing Hemisfair has already restored six historic structures, transforming them into vibrant local eateries. These businesses contribute to the park’s upkeep through their rent. Now, Hemisfair aims to rehabilitate nine more historic structures at a cost of over $10.8 million, with an additional $27 million earmarked for Tower Park improvements and East Nueva Street completion.
Hemisfair CEO Melissa Robinson emphasized the need for public investment in these public spaces, distinct from the public-private developments of the arena and adjacent areas. Previous bond programs have significantly contributed to Hemisfair’s development, including $23.5 million for Civic Park’s second phase and $9.2 million for infrastructure improvements.
Challenges and Community Impact
The restoration of historic buildings at Hemisfair is costly, with estimates ranging from $500,000 to $5 million per building. These costs are too high to rely solely on private donations, necessitating public funding. The Woman’s Pavilion, a notable structure from HemisFair ’68, requires an estimated $3 million for remodeling.
Despite these challenges, Hemisfair has a proven track record of delivering community benefits, making it a strong candidate for bond funds. The park’s master plan, developed with public input, has already enhanced community life and attracted millions of visitors.
As the city prepares for the 2027 bond prioritization, Hemisfair’s leaders are optimistic about securing the necessary funds to continue their work. The park’s ongoing projects, including the Tynan-Sweeney House renovation and new business openings, highlight its role as a cultural and recreational hub in San Antonio.
