Killeen fire chief James Kubinski appointed to lead Grand Prairie Fire Department

Killeen, Texas – The Killeen Fire Department will soon say goodbye to its longtime chief. James Kubinski, who has led Killeen’s fire services since February 2021, has been chosen to head the Grand Prairie Fire Department near Dallas. His appointment is slated to begin on Jan. 25, 2027, subject to approval by the Grand Prairie city council.

From Naperville to Killeen to Grand Prairie

Kubinski’s career spans more than two decades in fire service, beginning in Naperville, Illinois, where he rose through the ranks and earned a reputation for modernizing operations. Six years ago, a national search brought him to Killeen, a city that welcomed his experience and skill set. “I had the opportunity and was selected on a national search six years ago to come to Killeen and it was a great opportunity because I had all the opportunities and was exposed to so much in Naperville that I felt would help improve our department here,” Kubinski said.

Accomplishments in Killeen

During his tenure, Kubinski oversaw several key initiatives that strengthened Killeen’s fire protection capabilities. He helped raise staffing levels, oversaw the opening of Fire Station No. 4, and directed the construction of a new emergency operations center. Under his leadership, Killeen retained its ISO Class 1 fire protection rating – one of the highest safety ratings in the nation, reflecting the department’s readiness and effectiveness.

Why Grand Prairie Chose Kubinski

The Grand Prairie selection panel evaluated 64 candidates from across the country before naming Kubinski as the top choice. The department, which employs more than 200 men and women, is looking for a leader who can build on its strong foundation while guiding future growth. “We believe his experience in both large‑scale operations and community‑focused fire services will serve Grand Prairie well,” a city spokesperson said.

Family Considerations and Future Plans

Kubinski emphasized that his decision also reflects a desire to support his family. When he moved to Killeen in 2021, his wife left her job to relocate with him. “It’s now time to return that consideration and support my family, being a little bit closer to a larger airport hub and continuing to do what I love—serving our citizens,” he explained.

He described the move as “bittersweet,” noting the deep ties he has formed in Killeen. “It’s bittersweet when you love a community the way they have embraced me and my wife. It’s not an easy decision,” he said.

Transition and Next Steps

Kubinski plans to stay in Killeen through the holiday season to ensure a smooth handover to his successor. The city is also awaiting the appointment of a new city manager in November, who will oversee any further hiring decisions for the fire department.

Assistant Chief of Administration Keith Foxx expressed confidence in the department’s internal talent pool. “I think we have the leadership capabilities here within the department itself and hopefully they’ll look at us to promote from within,” he said.

What This Means for Local Public Safety

The leadership change underscores the importance of experienced, community‑oriented fire officials in Texas municipalities. Both Killeen and Grand Prairie benefit from Kubinski’s proven track record of improving response capabilities, maintaining high safety standards, and fostering strong relationships with citizens.

Residents of both cities can expect continued focus on staffing, training, and infrastructure upgrades as the departments move forward under new leadership.
