Owens Cross Roads city moves to remove Pathway girls’ home after series of escapes

Owens Cross Roads, Ala. — The Pathway residential home for girls with behavioral challenges has seen a troubling pattern of escapes over the past two years. Since September 2024, a total of 23 teenage residents have left the facility without permission, prompting the city to take decisive legal steps.

Escapes documented

According to local law‑enforcement reports, the incidents unfolded as follows:

  • September 2024: A riot broke out, marking the first major breach.
  • January 2025: Three girls slipped out through a back door, ran into nearby woods, and were later apprehended.
  • July 2025: A girl ran off the property; the police chief persuaded her to ride in his car back to Pathway.
  • August 2025: A 15‑year‑old fled from her DHR caseworker before entering Pathway and was later sighted in Lawrence County, Tenn.
  • October 2025: Three girls forced open a door and climbed a fence; two were recovered quickly, while the third remained missing for several days.
  • November 2025: Six girls, ages 14 to 16, escaped but were found nearby and returned unharmed.
  • Weekend of October 12, 2026: Nine girls fled the campus; all were located and brought back.

Each incident required police intervention, but the repeated breaches have raised serious safety concerns for the community and for the girls themselves.

City’s response

In August 2025, Owens Cross Roads renewed Pathway’s business license but attached a set of conditions that the facility was required to meet within 90 days. When city officials determined that those conditions had not been satisfied, they filed a petition with the circuit court to terminate Pathway’s operating license and remove the home from municipal jurisdiction.

The city’s legal action reflects a broader commitment to protect local families and uphold public safety. Owens Cross Roads Mayor John Baker (Republican) said, “Our community cannot tolerate a facility that repeatedly endangers our children and our neighborhoods. We are pursuing every legal avenue to ensure that any organization operating here meets the highest standards of care and security.”

Legal status

The dispute is currently in mediation, with a jury trial scheduled for May 2027. Both parties have expressed willingness to settle, but the city has made clear that any resolution must include concrete improvements to security protocols, staffing ratios, and oversight mechanisms.

Impact on families

Local parents and faith‑based groups have voiced support for the city’s actions, emphasizing the need for stable, nurturing environments for children rather than facilities that appear to function as “troubled teen” holding pens. Pastor Mark Henderson of First Baptist Church noted, “Our children deserve homes that foster repentance, responsibility, and redemption, not places where they can simply run away and put our neighborhoods at risk.”

Advocates for the girls argue that the facility should receive more resources to address underlying behavioral issues, but they also agree that safety cannot be compromised. The city’s approach seeks a balance: ensuring that any residential program operating in Owens Cross Roads adheres to strict safety standards while still providing needed services for at‑risk youth.

Looking ahead

As the mediation process continues, Owens Cross Roads officials will monitor the situation closely. The city plans to work with state child‑welfare agencies to explore alternative placement options that better serve the best interests of the girls and the broader community.

Residents are encouraged to stay informed through city council meetings and to contact the Owens Cross Roads Police Department with any information related to future incidents.
