San Antonio City Council Approves Multiyear Water Rate Increase to Fund Infrastructure Upgrades

San Antonio residents will see higher water bills beginning Jan. 1 after the City Council voted 8‑3 to adopt a multiyear rate increase for the San Antonio Water System (SAWS). The plan lifts the average monthly water bill from $56.68 to more than $70, an increase of at least $13.45 through 2030. Depending on future infrastructure needs, the cumulative rise could reach 29.2%.

Why the increase is needed

SAWS officials say the additional revenue is essential to fund a $2.6 billion capital improvement program over the next five years. The program includes replacing 77 miles of deteriorating water lines and upgrading wastewater‑treatment facilities to meet growing demand and maintain safe, reliable service for the city’s 1.5 million residents.

Council debate and concerns

Three council members—Marc Whyte, Misty Spears and Jalen McKee‑Rodriguez—opposed the plan, citing affordability concerns after a recent property‑tax increase. Their opposition highlighted the tension between needed infrastructure investment and the financial burden on households.

Assistance for low‑income families

To address affordability, the approved plan expands eligibility for SAWS’ Uplift assistance program. Households earning up to 150% of the federal poverty level will be automatically enrolled, ensuring that the most vulnerable families receive help with their water bills.

Adjustments and future reviews

The council’s vote resulted in a slightly lower rate increase than SAWS originally proposed. Council members pushed for greater transparency and modest reductions to planned capital spending. Additional rate adjustments are scheduled for 2028, 2029 and 2030, allowing the system to respond to actual infrastructure needs and fiscal conditions.

Local advocacy groups and neighborhood associations have expressed mixed reactions. Some welcome the proactive infrastructure plan, noting that aging pipes have caused frequent leaks in certain neighborhoods. Others remain wary of the added expense, urging the council to continue exploring cost‑saving measures and additional assistance for low‑income residents.
