Plano City Council Approves Land Acquisition and Easements for G Avenue Trail Project

Plano residents will soon see a safer, more walkable downtown corridor as the city moves forward with the G Avenue improvement project. During the Sept. 28 city council meeting, council members voted to adopt an ordinance of necessity and the required easements that will allow the city to acquire private land needed for the new sidewalk and bike trail.

Project details and intended benefits

The city plans to purchase a parcel of land directly in front of the A Better Answer Call Center and adjacent property slated for future townhomes. The acquired land will host a 10‑foot‑wide sidewalk that doubles as a hike‑and‑bike trail, creating a continuous, pedestrian‑friendly link between 14th and 15th streets on G Avenue. City real estate manager Matt Yager explained that the trail will encourage active transportation, reduce vehicle traffic, and support local businesses by making the area more accessible to families and commuters.

Legal framework: ordinance of necessity

An ordinance of necessity is a legal tool that permits a municipality to take private property for public use when a project is deemed essential to the community’s welfare. The ordinance can lead to eminent domain proceedings if negotiations with property owners do not result in a voluntary sale. City documents indicate that the council’s action follows a thorough review of the project’s impact and alignment with Plano’s long‑term transportation plan.

Community response and next steps

Local stakeholders, including nearby residents and business owners, were invited to comment on the proposal during the public hearing portion of the meeting. While some expressed concerns about potential disruptions during construction, most participants praised the city’s commitment to expanding safe, non‑motorized travel options. The council’s approval clears the way for the city’s real‑estate department to begin negotiations with the current landowner and to finalize the easement agreements.

Once the property is secured, the public works department will issue construction bids for the sidewalk and trail. The project is expected to commence in early 2027, with an anticipated completion date in late 2028, subject to funding and permitting timelines.

Why this matters for Plano families

For families who value walkable neighborhoods and safe routes for children, the G Avenue trail represents a tangible investment in quality of life. The addition of a dedicated bike lane aligns with Plano’s broader goals of promoting healthy lifestyles, reducing traffic congestion, and supporting local commerce. By improving connectivity between residential areas and downtown amenities, the city hopes to foster a stronger sense of community while respecting the traditional family values that make Plano a desirable place to live.

Mayor John B. Munsell praised the council’s swift action, noting that “investing in infrastructure that encourages walking and biking is an investment in the health and safety of our families.” The administration’s focus on practical, community‑centered projects continues to reflect Plano’s commitment to responsible growth and stewardship of public resources.

Residents can stay informed about the project’s progress through the city’s official website and upcoming council agenda items. Public meetings will be scheduled to discuss design specifics, construction timelines, and any temporary traffic adjustments that may be required during the build phase.
