Louisiana officials cite $100 million voting‑machine overhaul despite missing cost records

Louisiana’s effort to modernize its voting system is moving forward, but state officials could not produce the paperwork that underpins the $100 million cost estimate that has been cited repeatedly in recent months.

Cost estimate lacks supporting documentation

Secretary of State Nancy Landry testified earlier this year that the state requires an additional $25 million to fully fund the replacement of its roughly 35‑year‑old direct‑recording electronic machines. She noted that about $75 million has already been set aside for the project and that the procurement process has been in a “pre‑procurement” phase for four years, now “nearing the end.”

When a public‑records request was filed seeking cost estimates, budget projections, vendor proposals, internal memoranda and any other documents that would explain the $100 million figure, the Secretary of State’s office responded that it had nothing to provide. The office’s communications director declined to comment on why no records could be produced.

Legislators and analysts call the final price unknown

Both the Senate Finance Committee and the state’s legislative fiscal analysts have described the ultimate price tag as still unknown. They emphasized that the final cost will depend on the specific voting system selected and the security features that are incorporated. The state plans to fund the purchase through its Voting Technology Fund and existing federal election funds.

Despite the lack of documentation, Landry reiterated to the Senate Finance Committee in February that the overhaul is expected to cost roughly $100 million and that an additional $25 million is needed to complete the effort. She added, “Louisiana voters have consistently indicated that they want a system that combines the speed of modern technology with the security of a voter‑verifiable paper ballot, as required by state law.” The new equipment is intended to replace the current machines with technology that produces a paper record of each vote, enabling post‑election audits.

Implications for election integrity

The push for a paper‑audit‑trail aligns with broader national efforts to strengthen election security while preserving the efficiency of electronic tabulation. By moving away from machines that only record votes electronically, Louisiana aims to give voters and officials greater confidence that each ballot can be independently verified.

Critics have pointed to the missing records as a transparency concern, arguing that taxpayers deserve a clear accounting of how such a large expenditure is justified. Supporters, however, argue that the focus should remain on delivering a secure, reliable voting system that meets the constitutional right of citizens to a free and fair election.

The state will continue to evaluate vendor proposals and determine the final specifications for the new voting system. Lawmakers are expected to review any forthcoming cost details as the procurement process moves from the pre‑procurement phase into a formal bidding stage.
