Chicago Public Schools Lose Over 11,500 Students as Enrollment Declines

Chicago Public Schools reported a drop of over 11,500 students this fall, bringing total enrollment to about 304,000. The district has shed roughly 76,000 pupils over the past ten years, yet it has reclaimed its rank as the nation’s third‑largest district after Miami‑Dade.

Where the losses are most felt

Preliminary, unofficial data show the district’s small West and South Side high schools were hardest hit. Several schools lost more than one‑fifth of their enrollment, and two schools – Spry and Douglass – now serve fewer than 40 students each.

Union and community response

The Chicago Teachers Union and local nonprofits held a press conference urging the school board to extend the current school‑closure moratorium, which expires at the end of the 2026‑27 school year. They argue that closing schools destabilizes neighborhoods and disproportionately harms Black students, pointing to research linking vacant school buildings to spikes in gun violence.

Political context

Historically, the district shuttered 50 schools under former Mayor Rahm Emanuel in 2013, the largest mass school‑closure effort in the country. The issue remains contentious, and several candidates in this year’s school‑board election have signaled a willingness to consider closures as a tool to address under‑enrollment and high per‑pupil costs.

Root causes of the decline

Analysts cite Chicago’s falling birth rates – a 37 % drop between 2010 and 2023 – slowing immigration and a significant out‑migration of families from the city. “The district is left with 135,000 plus seats with no children to put in them,” said Annise Lewis, CPS’s deputy chief education officer.

Demographic shifts

Latino students still represent about 46 % of the student body. Students with disabilities now make up more than 18 % of enrollment, while the share of low‑income students slipped just below 70 %.

Neighborhood impacts

The Lower West Side lost more than half of its students, with South Lawndale, Avondale, Brighton Park, Gage Park and McKinley Park also seeing sharp declines. Conversely, neighborhoods such as O’Hare, the Loop and Lincoln Park recorded enrollment gains.

School‑level responses

A principal at a high‑needs high school described the smallest freshman class ever, noting that simply adding more money will not solve the problem. The principal suggested policy changes to limit how many students neighborhood high schools can draw from each other.

Union‑backed solutions

Union leaders highlighted the Sustainable Community Schools program, which adds $500,000 annually to participating schools to partner with community nonprofits. While the 20 pilot schools have seen a steeper enrollment drop than the district overall, proponents argue the program improves services for students.

Board leadership

CPS Superintendent Dr. Kathy King told the board the district must “evolve” and emphasized listening to students as the district confronts these challenges.
