Shawnee City Council Unanimously Passes 2027 Budget, Keeps Mill Levy Flat

Shawnee residents received news on August 24 that their City Council voted unanimously (8‑0) to adopt the 2027 municipal budget and to exceed the revenue‑neutral rate. The council’s decision maintains a flat mill levy of 23.267 mills, which is projected to bring in about $36.21 million in property‑tax revenue.

How the levy impacts homeowners

Based on the Johnson County Appraiser’s Office average home appraisal of $455,393 – an 8.2% increase from the prior year – the typical homeowner can expect a property‑tax bill of roughly $1,218.50. That represents an additional $89 per year, or about $7.41 per month, compared with the 2026 tax bill. The levy also includes rates set by the county, school districts and fire departments.

Budget details and fiscal responsibility

The 2026 budget projected $78.927 million in general revenues against $80.3 million in general‑fund expenditures, leaving an estimated $2.548 million deficit. The council addressed this shortfall by drawing $1.6 million from the General Fund Reserve Reduction Plan, a one‑time measure earmarked for critical projects such as pipe‑replacement work and the 2025 sinkhole repair near Mill Valley High School.

City Manager Paul Kramer emphasized the need for these investments, stating, “We are spending these dollars on storm‑water projects. The City has … quite a backlog. Every year, we have more projects than we can deal with.” Councilmember Kurt Knappen added that inflation, rising insurance costs, and the need to retain and hire city employees justify the budget’s approach. “We have more needs, Fire Department needs, Police Department needs. In addition to that, we do have a significant inflation,” he said, noting his support for tax reductions in the past.

Community response

While a handful of residents voiced concerns that exceeding the revenue‑neutral rate could signal an automatic windfall from rising property values, councilmembers highlighted that the increased revenue stems from higher assessed valuations, not a tax hike. “We are not increasing the mill levy. We’re maintaining that. It’s just the assessed valuation that’s going up,” Councilmember Erin Aldridge explained, assuring taxpayers that the city remains committed to responsible spending.
