Johnson County Democrat Cindy Holscher Seeks to Break 50‑Year GOP Hold on Kansas Governor’s Seat

In a historic moment for Johnson County, State Senator Cindy Holscher emerged from an all‑Johnson County Democratic primary in August, defeating fellow state senator Ethan Corson and Overland Park Mayor Curt Skoog. Holscher now faces Republican Ty Masterson in the November 2026 governor’s race, seeking to end a 52‑year stretch without a Johnson County governor.

Why a Suburban Democrat Can Appeal to Rural Kansans

Holscher told the Johnson County Post that changing perceptions of the county are key. “Almost everyone in Kansas now has a son, daughter, or relative who lives and works in Johnson County,” she said. “Those families travel here to attractions like Deanna Rose and bring back a new view of what our state needs.” She added that she has held more than 80 town halls across Kansas, hearing first‑hand the impact of federal policies that have strained Kansan households.

Affordability Crisis and Corporate Influence

According to Holscher, the current administration’s handling of the affordability crisis has left many Kansans struggling. She criticized Masterson’s six‑year Senate tenure, noting that despite a supermajority, he has not addressed rising costs and appears beholden to corporate donors.

Personal Roots That Resonate

When asked why primary voters chose her over a better‑funded opponent endorsed by Governor Laura Kelly, Holscher highlighted her background: she grew up on a farm, is the granddaughter of tenant farmers, and comes from a military and union family. “Those connections matter to voters across the state,” she said.

Party Unity After a Competitive Primary

Holscher reported that the Democratic Party in Kansas is coalescing. Governor Kelly and former Governor Kathleen Sebelius endorsed her the day after the primary, and she said, “We are all good. The party is coming together and moving forward.”

Evolving Position on Data Centers

Holscher previously voted for Senate Bill 98, which offered tax incentives to data‑center developers. She now calls for a statewide moratorium, citing new information about water usage, utility rate spikes, and the lack of promised jobs. “If we had the information then that we have now, many of us would vote differently,” she said, emphasizing the need for guardrails on water and energy efficiency and for local job creation.

Stadium Deal Scrutiny

Holscher also addressed her vote for the 2024 STAR bond that opened the door for the Kansas City Chiefs to consider a stadium in Kansas. After reviewing the subsequent sports‑authority bill crafted by Masterson, she argued that billionaires should fund their own stadiums and that any project must include union labor, fair wages, and benefits for local businesses. “I will work to ensure those promises are upheld,” she affirmed.

Responding to Criticism

Some critics suggest her shifting votes on data centers and the stadium deal are politically motivated. Holscher replied, “I’m always willing to accept new information and adjust my positions accordingly,” underscoring a commitment to principle over politics.

With recent polling showing Masterson with a lead, Holscher remains optimistic that a Johnson County candidate can bridge the urban‑rural divide and bring fresh leadership to the governor’s office.
