Arkansas Legislature Allocates $70 Million to Expand Education Freedom Accounts

In a decisive move for school‑choice families, the Arkansas General Assembly approved the transfer of $70 million from restricted state reserves to cover the costs of Education Freedom Accounts (EFAs) for the remainder of the fiscal year. The additional funding raises the total amount earmarked for EFAs to $379 million, a figure originally approved during the current legislative session.

Who Benefits from the Funding?

According to the Arkansas Department of Education, more than 49,000 students have already been approved for EFAs this school year. For the upcoming 2026‑2027 school year, the state will make up to $7,000 in reimbursements available to more than 28,000 private‑school students and over 21,000 home‑school students. This amount represents roughly 90 % of the $8,000 per‑pupil foundation funding that the state provides to public schools.

Legislative Questions and Department Clarifications

Sen. Clarke Tucker (D‑Arkansas Senate District 14) asked, “Have we run any analysis about what the budget should be for a home‑school student relative to a private‑school student?” The senator’s inquiry prompted a detailed response from Courtney Salas Ford of the Arkansas Department of Education, who explained that the law mandates 90 % of foundation funding to be placed in an account for any student who qualifies, regardless of whether they attend a private school or are home‑schooling.

“Does it direct that? Does it mandate that?” Tucker pressed further. Ford confirmed, “Yes. It provides that anyone who is approved for an account gets 90 % of foundation funding, because, of course, the full amount. I think it makes sense not to give the full amount, since you’re not having buildings and overhead and things like a public school does.”

Upcoming Transparency Measures

The Department of Education also announced that the University of Arkansas will release a comprehensive report in the coming weeks. The study will break down how families have spent EFA dollars to date, offering greater transparency and helping policymakers assess the program’s impact on educational outcomes and state finances.

Why This Matters for Arkansas Families

Education Freedom Accounts are a cornerstone of Arkansas’s school‑choice agenda, allowing parents to direct state funds toward tuition, curriculum, and other educational expenses that align with their family’s values and faith traditions. By covering a substantial portion of the per‑pupil foundation amount, EFAs give families the flexibility to pursue private‑school or home‑school options without bearing the full cost.

Supporters argue that the program strengthens parental rights, reduces the financial burden on families, and promotes competition that can improve overall educational quality. Critics, however, caution that diverting funds from public schools could strain resources for students who remain in the traditional system.

Looking Ahead

As the University of Arkansas prepares its expenditure analysis, lawmakers and education advocates will likely use the findings to shape future budget decisions. The $70 million infusion underscores the Trump administration’s broader emphasis on school‑choice policies, a priority that aligns with the values of many Arkansas families who seek greater control over their children’s education.

For parents and community members, the expanded funding means more families will have access to the financial tools needed to pursue education that reflects their faith, values, and educational goals.
