Virginia Governor signs executive order tightening AI data‑center rules

Richmond, Va. – Governor Abigail Spanberger signed Executive Order 22 on Friday, establishing the Virginia Data Center Accountability Framework. The order targets artificial‑intelligence data‑center projects across the Commonwealth, demanding transparency, higher energy costs for developers, clean‑energy incentives, and local oversight before construction begins.

Key provisions of the framework

The order bans non‑disclosure agreements between data‑center operators and state agencies, ensuring that the public can see the terms of any partnership. Virginia House Speaker Don Scott praised the order, saying the state has needed such measures for a long time and describing it as “a moratorium on bad actors in this industry.” Local officials in Loudoun County, often dubbed the “data‑center capital of the world,” have already taken steps to pause new development, with supervisors planning a vote on a 12‑month moratorium next month.
