Senate Pushes Protect College Sports Act Amid NAACP Civil Rights Concerns

The Protect College Sports Act is advancing toward a final vote in the U.S. Senate after clearing two major hurdles. Sponsored by Sens. Ted Cruz (R‑TX) and Maria Cantwell (D‑WA), the bill seeks to impose uniform rules on the college‑sports transfer portal, set a five‑year eligibility limit, and create federal standards for name, image and likeness (NIL) compensation and revenue sharing.

Supporters argue the bill restores stability and academic focus

Proponents, including former President Barack Obama’s brother‑in‑law Craig Robinson, executive director of the National Association of Basketball Coaches, contend the legislation will help student‑athletes earn a college degree rather than hopping between schools. Robinson told Fox News Digital, “If we don’t fix this system, the same student‑athletes they’re talking about are not going to be college educated, because you cannot get educated by transferring to four or five different schools.” He added that the bill offers “opportunities for all” and aims to provide a stable eligibility framework.

College‑sports leaders echoed this sentiment. Craig Bohl, executive director of the American Football Coaches Association, called accusations of racism “the farthest thing from the truth,” emphasizing that coaches care deeply about all players and that the bill seeks to give athletes compensation and transfer flexibility while preserving competitive balance.

Critics claim the bill could harm Black athletes

Opposition comes primarily from the NAACP, the Congressional Black Caucus, and Senate Democrat Chris Murphy (D‑CT). Murphy framed the legislation as a civil‑rights issue, stating, “The athletes who will be most affected by this bill are largely Black athletes, and the people who will be helped by this bill are largely White coaches and White college sports executives.” He warned that the bill could disproportionately impact Black student‑athletes by returning decision‑making power to predominantly White administrators.

Senator Derrick Johnson, NAACP President, and other Black leaders argue that the bill’s restrictions on transfers and its federal NIL standards could limit the earning potential and mobility of Black athletes, who have historically relied on NIL deals to support their families.

Legislators defend the bill’s intent

Senator Eric Schmitt (R‑MO), a co‑lead on the bill, acknowledged that the legislation does not address every concern, such as redistricting, but stressed that it aims to curb “the chaos that exists right now in college athletics, where 27‑year‑olds are playing against 17‑year‑olds, unlimited transfers, graduation rates are plummeting.” He argued that a uniform eligibility framework and transfer‑portal limits will improve graduation outcomes and protect the integrity of college sports.

The bill also proposes a revenue‑sharing cap to ensure that NIL compensation does not create an uneven playing field among schools, a point highlighted by supporters as essential for maintaining competitive equity.

What’s next?

The Protect College Sports Act is slated for a final Senate vote in the coming week. If passed, it would move to the House for consideration, potentially reshaping the landscape of collegiate athletics nationwide. Stakeholders on both sides of the debate will continue to lobby senators, emphasizing either the need for stability and academic focus or the protection of civil‑rights and economic opportunities for Black student‑athletes.

As the debate unfolds, families, coaches, and athletes across the country will watch closely to see how the legislation might affect scholarship opportunities, transfer decisions, and the broader mission of college sports to combine education with athletic competition.
