Tampa City Council Approves $100 Million South Howard Flood Relief Project

Tampa City Council voted Thursday, 4‑3, to approve the South Howard Flood Relief Project, a $100 million public‑works initiative designed to replace the century‑old drainage system beneath South Howard Avenue. The project targets chronic flooding that has plagued the Parkland Estates and Palma Ceia Pines neighborhoods for decades, especially during the severe 2024 hurricane season when roughly 300 homes were damaged or destroyed.

The council’s decision caps construction costs at just under $93 million, with total project expenses—including design—estimated at about $100 million. City officials say the plan was selected after experts reviewed two dozen alternatives, concluding that this option offers the most effective and cost‑efficient solution for the area’s flood problems.

Council members support action

“We have to do something sooner or later, and sooner just arrived,” Councilman Charlie Miranda said, emphasizing the urgency of addressing the recurring water damage. Councilwoman Lynn Hurtak added, “Definitely support this project. It’s not perfect, but it really has to happen. We have no other opportunity. This is what we do as a city. This is our job as a council.” Councilman Luis Viera warned against abandoning neighborhoods that repeatedly suffer flooding, stating, “We can’t abandon a neighborhood that is effectively flooded. When there’s heavy rain, it gets flooded. To those who have lived with the flooding and the next generation that will benefit from this project, I stand with you. To those who disagree with my decision, I respect you.”

Opposition to the project comes primarily from business owners along South Howard Avenue, who fear prolonged construction could jeopardize their operations. Shawn Routten, General Manager of the Epicurean Hotel, said, “We understand there’s a flooding issue that needs to be addressed. What we don’t agree with is going straight through family businesses in the heart of our entertainment district.” Critics also warned the project could threaten more than 1,000 jobs if businesses are forced to close.

Community reassurance

Residents who support the project acknowledge these concerns and pledge to help local businesses through the construction period. “We all love your businesses,” said longtime advocate Elizabeth Dinwiddie. “Please know that we will support you throughout this project. We do not want anything bad to happen to your businesses. Please give us pipes so that we can go to bed feeling safe at night.” Councilman Bill Carlson, one of the three dissenting votes, cautioned that the $100 million commitment might limit the city’s ability to fund other flood‑relief projects over the next five years. City officials responded that sufficient funding remains available for projects already approved.

Timeline and next steps

Construction is slated to begin after the annual Gasparilla festivities and is expected to continue through 2030. South Howard Avenue will close in sections throughout the construction phase, with traffic detours and signage planned to minimize disruption.
