Florida Board of Education adopts AI rules for K‑12 schools and state colleges

The Florida Board of Education voted Wednesday to adopt a comprehensive set of artificial‑intelligence policies for public K‑12 schools and the 28 institutions of the Florida College System. The rules were approved at a meeting held on the Polk State College campus in Winter Haven.

Key requirements for K‑12 districts

Each school district must amend its internet‑safety regulations to address AI and must finish the new policies by July 1, 2027, for the 2027‑2028 school year. Districts will be required to notify parents whenever a student is slated to use an AI product, and parental consent will be mandatory. If a parent objects, the district must provide an alternative instructional tool that matches the instructional quality of the AI option.

AI tools used with students in Pre‑K through grade 5 will undergo an additional review before approval. The board also barred AI from meeting a student’s social or emotional needs, prohibiting any design that simulates an emotional relationship or uses anthropomorphic features to encourage interaction.

College‑system safeguards

All Florida College System institutions must adopt AI policies that protect the quality of education, operational efficiency, and a safe learning environment. The policies expressly forbid students from using AI to complete graded assignments or assessments unless an instructor explicitly permits it.

Faculty and administrators will receive training on AI risks, limitations, safety, and compliance. Students may not use AI unsupervised, and school personnel must be able to suspend or disable any AI product without vendor assistance.

Data‑privacy and vendor standards

The board emphasized that vendors must keep student data within the United States and are prohibited from selling, monetizing, profiling, or otherwise exploiting data to train commercial AI models.

“We are exercising the virtue of prudence here,” Education Commissioner Henry Mack said. “We are neither banning AI nor allowing unfettered access. There is real value in what we are presenting today.”

Why the rules matter

According to Mack, AI is already present in classrooms, and the new rules are intended to keep Florida “in front” rather than reacting to technology after the fact. By requiring parental involvement, offering non‑AI alternatives, and setting clear limits on AI‑generated work, the board aims to balance innovation with student safety and parental rights.

Stakeholders who support the measures argue that the policies protect families, uphold parental authority, and preserve the integrity of academic work. Critics who favor fewer restrictions caution that overly stringent rules could slow adoption of beneficial educational technology.

Both sides agree that ongoing training for educators and clear guidelines for vendors are essential as AI tools become more prevalent in schools and colleges across the state.
