Where city‑level data were unavailable, the study used state or agency reports as substitutes. Each metric was weighted and combined into a single composite score that determined the rankings. The study notes that crime data reflect offenses reported by law‑enforcement agencies and may not perfectly align with municipal boundaries, and that county‑level traffic and disaster data were used as proxies for city conditions.
