Eastpointe City Council votes to end Flock license‑plate reader contract

Eastpointe, Michigan – The Eastpointe City Council voted last night to terminate the city’s contract with Flock Safety, ending the use of 19 automated license‑plate readers that have been mounted on poles throughout the five‑square‑mile community.

The resolution passed by a 4‑1 margin. Mayor Michael Klinefelt acknowledged the public‑safety benefits of the cameras but emphasized the growing unease among residents about constant tracking. “I understand how useful it is as a tool, but I also weigh the intrusiveness into some people’s lives,” he said. “They don’t like the idea that they are being tracked everywhere and their whereabouts can be looked up without a warrant or the traditional safeguards that come with GPS tracking on a car or phone.”

Council member Rob Baker was the lone dissenting vote, warning that the city could be discarding a valuable crime‑fighting resource. “I would hate to see the good that is done get thrown by the wayside,” he said. “The system has already helped solve serious crimes, and I hope we don’t lose that capability.”

City manager’s perspective

City Manager Ryan Madis, who said he was prompted to review the technology after watching a segment on a national comedy news program, described the cameras as “an incredibly useful crime‑fighting tool.” He added, “Can they be misused? Yes. I think it is a mistake to terminate use of Flock at this time, but we need better guardrails in place.”

Technology and community response

Flock Safety’s devices are automated license‑plate readers that use artificial‑intelligence algorithms to capture and store vehicle plate numbers and related details. The units are typically mounted on black or gray poles with a small solar panel at the top and can be found on major thoroughfares such as Woodward and Telegraph, as well as on smaller side streets.

Supporters in Metro Detroit argue that the cameras have helped law‑enforcement solve crimes more quickly, while critics contend that the constant surveillance infringes on personal privacy and could be used without proper judicial oversight.

Regional trend

Eastpointe joins a growing list of Michigan municipalities that have reconsidered or ended their agreements with Flock Safety. Independence Township recently terminated its partnership amid similar privacy concerns, and other nearby cities are monitoring the debate closely.

The decision reflects a broader conversation about the balance between public safety and individual liberty, a core concern for many residents who value both secure neighborhoods and constitutional protections.

Mayor Klinefelt indicated that the city could revisit the technology in the future if stronger privacy safeguards are established. In the meantime, the 19 cameras will be removed over the coming weeks, and the city will explore alternative methods for enhancing public safety that respect residents’ privacy rights.
