Tarrant County adopts $834 M budget with fourth straight property‑tax cut

Tarrant County commissioners voted Tuesday to adopt an $834 million budget that continues the county’s tradition of lowering property taxes. The new rate of 18.6 cents per $100 valuation is a slight reduction from last year’s 18.62 cents, keeping the tax burden below the no‑new‑revenue threshold and ensuring revenue remains roughly consistent with the prior year.

What the numbers mean for homeowners

Budget director Helen Giese explained that the modest cut will save the average homeowner roughly $1 on next year’s tax bill. With an average taxable value of about $278,000, the typical Tarrant County resident can expect a property‑tax bill of approximately $516.

Pay raises and public‑safety funding

The budget adds about $10.6 million in spending over the previous year. It includes a 4 % raise for law‑enforcement personnel, a 3 % merit‑based increase for non‑law‑enforcement county employees, and a 3 % raise for the elected commissioners. Public‑safety funding rises by nearly $19 million, bringing total allocations for the sheriff’s office and county jail to roughly $273 million.

More than $200 million is earmarked for the sheriff’s office, including $130 million for sheriff confinement, the division that operates the county jail. Critics at the meeting warned that the budget favors incarceration over community‑based solutions, but supporters noted the importance of maintaining safety and essential services.

Community‑service cuts and special‑purpose funding

Community services see a $3.5 million reduction, including a cut of $456,000 to human‑services programs. However, a separate special‑purpose budget approves $2.8 million for outreach, rent and utility assistance, which will be administered through the Center for Transforming Lives, the nonprofit that replaced the county’s former rental‑assistance department.

Political context and voter sentiment

County Judge Tim O’Hare, who is seeking re‑election, highlighted the tax cut as the fourth consecutive year the promise to “stop treating taxpayers’ money as ours to spend” has been kept. O’Hare’s Republican colleagues Matt Krause and Manny Ramirez voted in favor, while Democratic commissioner Alisa Simmons and fellow Democrat Roderick Miles Jr. opposed the budget, arguing for broader tax relief without tapping county reserves.

During the public hearing, grassroots activist Fran Rhodes of the True Texas Project praised the tax reduction, saying, “I appreciate that you’ve cut the budget, that my taxes are down.” Rhodes added that residents who want more services should consider private contributions rather than higher taxes.

Compensation for elected officials

When the budget takes effect on Oct. 1, commissioners’ salaries will rise to $227,234.80, and the county judge’s salary will be $237,234.60.

Looking ahead

The budget reflects a balance of fiscal restraint, modest investment in public safety, and targeted community assistance. As the November election approaches, the tax‑cut narrative will likely remain a central theme of Judge O’Hare’s campaign, while opponents continue to push for broader relief measures.
