Fresno County adopts record $5.5 billion budget, avoids layoffs

The Fresno County Board of Supervisors voted unanimously on Monday to adopt a record‑breaking $5.5 billion budget for the upcoming fiscal year. The plan, presented by County Administrative Officer Paul Nerland, balances the books without resorting to layoffs or cuts to essential services.

How the budget balances

Nerland explained that the county was able to close an anticipated $15 million shortfall by tapping one‑time funding sources and careful cost‑management. He warned, however, that the county’s fiscal flexibility may shrink as state and federal appropriations decline.

“We’ve managed to get to this point,” Nerland said, “but that maneuverability will be less going forward.” The board’s approval came after a three‑hour hearing that featured presentations from eight of the county’s most public‑facing departments: the district attorney’s office, probation office, public defender’s office, sheriff’s office, and the departments of behavioral health, public health, social services, and public works & planning.

Public‑health outlook

Joe Prado, director of the county’s public health department, pledged greater transparency by updating Fresno’s public‑health dashboard more frequently. He also warned that recent federal funding reductions tied to President Donald Trump’s budget policy—referred to as the “Big Beautiful Bill”—could jeopardize the county’s mobile health program, a flagship service for underserved residents.

Prado emphasized that the department is already preparing for potential federal policy shifts, working closely with local stakeholders to protect critical health services.

Theme and community engagement

The budget’s guiding theme, “Building a Safer and Stronger Fresno County,” was selected by Board Chair Garry Bredefeld. Bredefeld will host a State of the County address on September 24 at the Fresno Convention Center, where officials will outline how the budget supports public safety, health, and responsible land‑use planning.

Public comment during the hearing was minimal, with virtually no residents speaking. Nonetheless, the board’s thorough presentation gave community members insight into the county’s fiscal strategy and upcoming policy priorities.

While the current budget provides a stable foundation, county leaders acknowledge that future cycles will require continued vigilance. Nerland stressed the importance of seeking new revenue streams and maintaining prudent spending to safeguard essential services for Fresno families.
