Kosovo parliament re‑elects Albin Kurti as prime minister amid ongoing political deadlock

Pristina – In a decisive parliamentary vote on Sunday, Kosovo’s 120‑seat assembly re‑elected Albin Kurti as prime minister, awarding him 62 votes. Kurti framed the mandate as a commitment to “strongly restoring security and prosperity for citizens,” arguing that repeated elections have only hampered effective governance.

Presidential stalemate threatens another snap election

While Kurti secured the premiership, the country remains mired in a constitutional impasse over the presidency. In late August, Kurti struck a deal with the opposition Democratic League of Kosovo (LDK) to support law professor Bekim Sejdiu for the largely ceremonial presidential post. However, six LDK lawmakers publicly refused to honor their party leader’s decision, casting doubt on the agreement’s durability.

Under Kosovo’s constitution, a two‑thirds majority—at least 80 votes—is required to elect a president. With the LDK’s 18 seats divided and the opposition Democratic Party of Kosovo (PDK) and the Alliance boycotting the session, the required quorum appears out of reach. If parliament fails to elect a president, the constitution mandates another snap election, which would be the fourth such vote in just two years.

Implications for Kosovo’s EU aspirations

Kosovo, one of Europe’s poorest nations, continues to pursue membership in the European Union. Brussels has repeatedly emphasized that stable institutions capable of delivering reforms are a prerequisite for accession. Political instability has already delayed key reforms and slowed the flow of EU development funds, putting the country’s European trajectory at risk.

Kurti’s government argues that restoring a functional executive will enable the implementation of reforms demanded by the EU, particularly in the areas of rule of law, public‑sector efficiency, and economic development. The opposition, meanwhile, has signaled intentions to challenge the legality of the parliamentary composition before the Constitutional Court, further complicating the path forward.

The timing of the next presidential vote remains uncertain. Both domestic observers and international partners are watching closely, aware that any further delay could erode public confidence and jeopardize Kosovo’s EU integration roadmap.
