Portuguese digital rights group D3 sues Meta, TikTok and YouTube over addictive design

Lisbon – In a move that underscores growing global concern over social‑media habit‑forming design, Portuguese digital‑rights organization D3 has launched four collective lawsuits against the owners of Facebook, Instagram, TikTok and YouTube. The legal actions, filed by Andersen Tax & Legal Iberia in Lisbon’s Civil Court between April and May, allege that the platforms deliberately engineer features that keep users glued to their screens.

Key design elements under fire

D3 points to infinite scrolling, autoplay video, persistent notifications and highly personalized recommendation algorithms as the primary mechanisms that remove natural breaks in usage. By constantly serving tailored content and prompting users to return, the group says the platforms create behavioural feedback loops that mirror techniques long used in the gambling industry.

Calls for a safer online environment

“Platforms do not have to be hyper‑addictive,” said Ricardo Lafuente, president of D3. “A healthy, productive and educational social‑media ecosystem is possible, but only if the rules are robust, properly enforced and directed at those who persist in ignoring them.” The lawsuits seek to hold the companies accountable and force them to provide a safe experience for Portuguese users.

Broader context

The suits join a wave of legal challenges worldwide that target the same design practices. Earlier this year, TikTok faced charges under EU regulations for allegedly addictive features, and in August Meta agreed to a settlement of up to $18 billion to resolve U.S. addiction claims. According to data from SocialMediaTransparency.org, the four platforms collectively reached 33 million monthly users in Portugal during the first half of 2026.

Industry response

Meta, ByteDance and Alphabet have not yet responded to Reuters’ request for comment. The lawsuits, however, signal that consumer‑protection advocates are increasingly willing to use the courts to push back against what they view as predatory design.
