Volunteer EMT Mordechai Shedrowitzky, who was on the scene that night, shared his personal battle with worsening respiratory conditions and the care he receives through the World Trade Center (WTC) Health Program.
First‑hand account of exposure
Shedrowitzky, a Brooklyn native now living in Queens, recalled the chaotic scene as his ambulance entered the tunnel leading into Manhattan. “There were no lights, no electricity, it was pitch black,” he said. “The tunnel was filled with swirling debris at speeds I can’t even imagine.” He described the dust as “overwhelming” and noted that his ambulance engine sputtered from the heavy load of particles.
At the time, responders were unaware of the long‑term health risks posed by the dust, which was later identified by medical experts as highly alkaline and capable of irritating both the upper and lower airways. The mixture of large and fine particles settled deep into the lungs and even the digestive tract, creating a range of potential health issues.
Progressive respiratory decline
Initially, Shedrowitzky’s pre‑existing asthma flared during seasonal changes, but over the years the condition grew more severe. He began requiring oral steroids, experienced prolonged wheezing and coughing, and faced frequent respiratory infections that kept him out of work and away from his six children.
In 2019, his symptoms escalated despite high doses of steroids and antibiotics, prompting further medical evaluation. Doctors eventually diagnosed him with tracheobronchomalacia, a weakening of the windpipe and main airways that can cause collapse during breathing. The condition was deemed secondary to his worsening asthma and long‑term steroid use.
Treatment and recovery
In 2024, Shedrowitzky underwent a tracheobronchoplasty, a surgical procedure that reinforces the trachea and main bronchi. Two years later, he reports feeling “much better,” though occasional infections still occur. He hopes to return to work as a physical therapist, a role that will allow him to support his family and give back to the community.
“Even a couple of months ago, I wouldn’t have been able to speak for more than a very short time,” he said. “Now, my ability to spend time with my children has greatly improved.” As a father of six and a grandfather of two, the impact of his health on family life has been profound.
Role of the WTC Health Program
The WTC Health Program, administered by the Centers for Disease Control and Prevention (CDC), provides screening, monitoring and treatment for individuals exposed to the September 11 dust. As of March 31, 2025, the program serves more than 130,000 enrolled members and is authorized through 2090.
Dr. Denise Harrison, medical director of the NYU Grossman School of Medicine WTC Health Program Clinical Center of Excellence, explained that the dust’s alkaline nature can irritate both the airways and the esophagus. “Because of the overwhelming nature of the disaster, a significant number of large particles got deposited into the lower airways as well,” she said.
Patients commonly report sinus problems, asthma, chronic obstructive pulmonary disease (COPD) and related gastrointestinal issues such as gastroesophageal reflux disease. The program emphasizes a multidisciplinary approach, especially for those who also experience post‑traumatic stress disorder (PTSD), as mental health can influence the perception of respiratory symptoms.
