Thrive on Crawford Opens as Fort Worth’s First Health‑Focused Workforce Housing Community

Fort Worth welcomed a groundbreaking solution to the city’s affordable‑housing shortage when Thrive on Crawford opened its doors in early 2026. The 67‑unit mixed‑income community, located at 1310 Crawford Street adjacent to J.P.S. Health Network’s main campus, pairs affordable homes with on‑site health and family services, creating a model that could be replicated across Texas.

Designed for workers and families

Developed by The NRP Group, Thrive on Crawford reserves the majority of its units for families earning 30%, 50% and 60% of the Area Median Income (AMI). Seven market‑rate units provide additional flexibility for higher‑earning residents. By the time of its grand opening ceremony in January, 80% of the units were already pre‑leased, with strong interest from J.P.S. Health Network employees and other local workers.

Resident stories illustrate the impact

Debbie Frederick, a former nurse who spent 25 years caring for her mother and later faced a stroke, heart attack and disability, found herself without stable housing. “I was so discouraged, and I felt like I had nowhere to go,” she recalled. After moving into Thrive on Crawford, Frederick said the community restored stability to her life and eased the financial pressure of rent, utilities and groceries.

Health and wellness services on site

The development includes 2,200 square feet of Class‑A commercial space leased to J.P.S. Health Network, providing residents with direct access to medical care. Additional amenities feature financial‑literacy programming, childcare resources, a children’s playroom and family‑friendly gathering spaces, all aimed at promoting overall well‑being.

Public‑private partnership fuels the project

Financing for Thrive on Crawford came from a coalition of public and private partners. J.P. Morgan Community Development Banking led the effort, reflecting the firm’s commitment to affordable housing. Additional capital was supplied by Berkadia, Red Stone Equity Partners, the Near Southside Tax Increment Financing (TIF) district and the Texas Department of Housing and Community Affairs.

“Stable, affordable housing is a foundation for financial security, health and thriving communities,” said Cassandra Silvernail, Head of J.P. Morgan Community Development Banking for the Central Region. “Thrive on Crawford provides residents with increased access to healthcare and family‑centered resources that allow them to stay rooted in the neighborhood and create a lasting sense of belonging.”

Looking ahead

Phillip Wiginton, North Texas Market Executive of J.P. Morgan Commercial Banking, hopes the project becomes a blueprint for future developments: “As Fort Worth continues to grow, we have to make sure the people who serve our city can continue to live here.” The success of Thrive on Crawford underscores the importance of aligning housing, health and employment to strengthen traditional families and support individual liberty.

For residents like Frederick, the message is clear: perseverance and community support can turn a dire situation into a stable, hopeful future. “Don’t give up,” she urged prospective renters. “Keep looking, keep asking questions and keep applying. The right home can change everything.”
