IAEA Reports New Uranium Enrichment Facility at North Korea’s Yongbyon Site

Seoul – The Vienna‑based International Atomic Energy Agency (IAEA) released a report on Thursday confirming that North Korea has finished construction of a new uranium enrichment facility at its primary Yongbyon nuclear complex. Satellite imagery and open‑source material, including photographs released by North Korean state media, show a two‑storey building that can accommodate up to 28 centrifuge cascades.

Yongbyon Facility Details

The IAEA identified the new structure by comparing images of a June visit by North Korean leader Kim Jong Un with satellite photos taken during construction. The photographs indicate that gas centrifuge cascades are installed on both the upper and lower floors of the building, suggesting a significant increase in the country’s capacity to produce weapons‑grade nuclear material.

Kangson Annex Operations

In addition to the Yongbyon expansion, the agency reported that operations began in January at an annex of the uranium enrichment facility in Kangson, near Pyongyang. The annex was originally constructed in 2024 and is now being used for further enrichment activities.

IAEA Concerns and International Response

IAEA Director General Rafael Grossi described the ongoing operation of the Yongbyon and Kangson facilities as a “cause for serious concern” and said the developments violate United Nations Security Council resolutions. Grossi’s statement was presented to the IAEA board of governors on Monday.

North Korea has consistently rejected the IAEA’s authority. In September, the North Korean mission to the United Nations in Vienna asserted that the country’s status as a nuclear weapons state is irreversible and that the IAEA has “no legal right … to interfere in the internal affairs of a nuclear weapons state which exists outside the NPT” (Non‑Proliferation Treaty).

Implications for Regional Security

The report underscores a steady expansion of North Korea’s nuclear infrastructure across multiple sites. While the IAEA has not had inspectors in the country since 2009, its reliance on satellite and open‑source analysis provides a clear picture of the ongoing developments.

U.S. and allied officials have repeatedly warned that such expansions increase the risk of nuclear proliferation and destabilize the security environment in East Asia. The Trump administration has emphasized a strong stance against nuclear threats and continues to work with regional partners to counter North Korea’s illicit nuclear activities.
