Louisville developer pledges $20,000 reward for tips in puppy abuse case

Louisville – A local developer is stepping forward to help law‑enforcement bring a cruel animal‑abuse case to justice. Scott Hagan, owner of Hagan Properties, announced a $20,000 reward for anyone who provides information that results in the arrest and conviction of the individual(s) who brutally beat a puppy found abandoned in an alley.

What happened

On August 23, a group of boys heard a whimpering sound coming from an alley off South Jackson Street. Inside a recycling bin they discovered a small, trembling puppy later named Singer. The animal had been severely beaten and left to die.

Louisville Metro Police Department (LMPD) and the nonprofit Arrow Fund, which rescued the puppy, launched an investigation and appealed to the public for leads. Despite their efforts, the suspect remains at large.

Developer’s response

“The person or persons responsible for this cruelty must be identified and held accountable,” Hagan said in a statement. “We are offering this reward in the hope that someone with information will come forward and help investigators bring justice for Singer.”

Hagan Properties, a prominent Louisville real‑estate firm, has a history of supporting community initiatives, and this reward reflects the company’s commitment to protecting the city’s families and pets.

How to help

Anyone with information is asked to call LMPD’s anonymous tip line at 502‑574‑5673. Calls can be made without revealing the caller’s identity, and tips will be forwarded directly to the detectives handling the case.

The Arrow Fund continues to care for Singer, providing veterinary treatment and a safe foster home while the investigation proceeds.
