Louisiana Voters to Decide on Stricter Gubernatorial Term Limits

The Louisiana Legislature has taken a significant step towards amending the state’s gubernatorial term limits. On Tuesday, lawmakers approved House Bill 225, sponsored by Rep. Mike Bayham, R-Chalmette, which seeks to impose stricter limits on the number of terms a governor can serve. Under the current Louisiana Constitution, a governor is restricted from serving more than two consecutive terms. However, Rep. During the Senate floor debate, Sen. Jay Luneau, D-Alexandria, pointed out that the proposal would only affect future governors, as it lacks a retroactive clause. Rep. Bayham responded that the interpretation of this aspect would ultimately be left to the courts, stating, “The language is what it is. Either way, I can live with it.”

Motivations and Reactions

Bayham emphasized the importance of term limits for statewide offices, particularly for the governor, due to the significant influence the position holds. Some critics have suggested that the legislation is a strategic move to prevent former Gov. John Bel Edwards, a Democrat, from seeking a third term. Edwards, however, has not indicated any intention to run again and humorously dismissed the speculation on social media.

Historical Context

Historically, only two Louisiana governors have served more than two terms. Edwin Edwards held office for four terms between 1972 and 1996, while Earl Long served parts of three terms between 1939 and 1960. The proposed amendment seeks to prevent similar extended tenures in the future.
