UK Finance Minister John Healey Promises Clear Path to 3% Defence Spending by 2035

At the G20 summit in North Carolina, UK finance minister John Healey told The Times that his spring spending review will lay out a “clear path” for Britain to meet its NATO defence commitments. For the first time, the government will publicly commit to reaching the alliance’s 3.5% of gross domestic product (GDP) target by 2035, with an interim goal of 3% of GDP.

Why the new commitment matters

Healey, who moved to the Treasury in July after serving as defence minister, said the “dangerous time” we live in requires Britain to set a firm defence target. He noted that the previous defence minister failed to secure funding to hit the 3% goal by 2030, prompting the shift to a longer‑term roadmap.

Financial implications

According to the Office for Budget Responsibility, achieving 3% of GDP by 2030 would cost an additional £17.3 billion (about $23.4 billion). Even the existing Defence Investment Plan leaves a £4.7 billion shortfall that the new budget will need to address. Healey pledged to respect the borrowing rules inherited from his predecessor, Rachel Reeves, while still prioritising defence as a central element of the upcoming budget on October 28.
