Maryland investigators released a 12‑minute body‑camera video on Friday that captures the moments police responded to a report of gunfire at Fort Washington Park on July 31. The footage shows officers from Prince George’s County Police and the Maryland‑National Capital Park Police arriving at the Potomac River shoreline.

Confrontation and use of force

Corporal Anthony Delozier, a veteran of the Maryland‑National Capital Park Police, is seen on video after the initial encounter. While the video from the two Prince George’s County officers shows the officers shouting for the suspect, Alexander Charles, to drop the weapon, Delozier’s own camera was not activated until after the shooting.

In the footage, Charles, 30, is holding what appears to be a handgun. Officers repeatedly command him to drop it. Delozier then fires, striking Charles in the chest. A distinct “pop” can be heard from both officers’ recordings.

Aftermath at the scene

After the shot, officers continue to shout for Charles to get down. He collapses toward the water, and officers pull him onto the rocky shoreline. One officer remarks, “He might be gone. He’s gone — he’s hit in the chest.”

Another officer picks up a handgun near Charles’ body and places it on a log. Two officers then perform CPR, continuing chest compressions as the video ends. Charles was pronounced dead at the scene.

Investigation and department response

Galvin Savoy, spokesman for the Maryland‑National Capital Park Police, confirmed the release of the video, noting that the department cannot comment further while the investigation proceeds. “Use of force incidents, especially deadly use of force, can be concerning and difficult to process,” Savoy said. “We remain committed to transparency and accountability throughout this investigative process.”

Corporal Delozier has been placed on administrative leave pending the outcome of the investigation.
