Wapello County Sheriff’s Office Revises License Plate Reader Policy

The Wapello County Sheriff’s Department announced it will revise the language of its policy governing license plate reader cameras. The current policy instructs deputies not to mention the cameras during traffic stops or in official reports, a practice the sheriff said was not intended to be deceptive.

Why the policy is changing

Sheriff Don Phillips explained that the original wording was meant to protect the cameras from damage. “Because once the information gets out, the location of the cameras, they got shot,” Phillips said, referencing a recent criminal mischief charge against a person accused of shooting four of the devices.

Law‑enforcement officials argue that keeping the cameras’ locations secret helps preserve the equipment and maintain the effectiveness of the technology in identifying stolen vehicles and other criminal activity.

Community and civil‑rights concerns

The American Civil Liberties Union of Iowa raised broader concerns about the practice. “It is something that they should have, but it still only applies to that specific jurisdiction. It does not apply to everyone else who has access to the data that’s being collected,” said ACLU representative Becca Eastwood.

Critics worry that the lack of disclosure could erode public trust and raise constitutional questions about the right to know when law‑enforcement tools are being used. While the ACLU’s comments focus on the potential for wider data access, the sheriff’s office maintains that the policy revision will balance transparency with the need to safeguard the cameras.

Next steps

The department has not provided a timeline for when the revised policy language will be finalized. Officials indicated that they will continue to review the guidelines to ensure they align with both public‑safety goals and community expectations.

For now, deputies will continue to operate the license plate reader cameras under the existing rules, but the upcoming changes signal a willingness to address public‑concern while preserving the tools that aid in crime prevention.
