Putin signs decree to place Russian critical infrastructure under state control amid Ukrainian strikes

President Vladimir Putin issued a decree on Monday granting the Russian government the authority to temporarily assume control of “critical infrastructure” when private owners do not adequately protect or restore facilities after attacks. The measure targets sectors such as fuel and energy, communications, transport and logistics, which have been hit hard by recent Ukrainian strikes deep inside Russian territory.

Why the decree was issued

The Kremlin says the action is “in connection with the growing threats to the security of critical infrastructure facilities of the Russian Federation.” Kremlin spokesperson Dmitry Peskov noted that many enterprise owners have not taken sufficient anti‑drone or other security steps, leaving vital services vulnerable.

Potential impact on private companies

Under the decree, if owners fail to secure their assets or restore functionality promptly, the state can impose “temporary administration,” effectively taking over property rights and shares of the affected companies. Peskov indicated that each case will be evaluated by relevant government agencies, and proposals will be submitted wherever security measures are lacking.

Ukrainian attacks intensify

In recent days, Ukrainian forces have stepped up strikes on Russian logistics hubs, including facilities operated by Ozon, a major e‑commerce competitor to Wildberries. The attacks have caused fuel shortages and brought the war closer to ordinary Russians.

Russia also continues its own missile campaign across Ukraine, launching two missiles and 150 drones in an overnight operation, according to the Ukrainian Air Force, which reported shooting down 124 of the drones.

Western support and interceptor shortages

Ukraine’s President Volodymyr Zelensky said his country received a “small number of Patriot missiles” from an undisclosed ally, underscoring a shortfall of U.S.-made Patriot air‑defense interceptors that Ukraine relies on to counter Russian ballistic missiles. The shortage has been exacerbated by a global supply crunch linked to the ongoing Iran war.

Broader implications

The decree signals a shift toward greater state involvement in the Russian economy, particularly in sectors deemed essential for national security. Analysts note that the move could affect foreign investors and domestic businesses that rely on private ownership of infrastructure.

Critics argue that the measure may undermine property rights and could be used to consolidate state power over the economy. Supporters contend that it is a necessary response to protect citizens and maintain essential services amid an escalating conflict.

International reaction

Western officials have condemned the expanding conflict and warned that further state takeovers could deepen economic isolation for Russia.
