Empowering Patients with Price Transparency

The first step towards reform involves providing patients with upfront pricing before they receive care. Currently, many patients only discover the true cost of their healthcare after treatment, making it difficult to compare prices or challenge suspicious charges. The No Surprises Act, introduced during Trump’s first term, aimed to address this by mandating an Advanced Explanation of Benefits (AEOB). However, this protection has not been fully implemented under President Joe Biden’s administration. Completing this initiative would allow patients to compare prices and identify inflated charges before treatment, fostering accountability in the healthcare system.

Enhancing Oversight of Federal Employee Health Programs

The Federal Employees Health Benefits Program is a major healthcare purchaser, yet it lacks transparency and oversight. The Office of Personnel Management has the authority to demand standardized claims and pricing data, conduct audits, and verify dependent eligibility. Implementing these measures could uncover duplicate billing, inflated charges, and improper payments, saving billions without cutting benefits or enacting new laws.

Forcing Transparency in Employer Health Plans

Most Americans receive healthcare coverage through employer or union-sponsored plans. However, many employers lack access to the necessary data to identify fraud and control costs. The Department of Labor is moving towards stronger compensation disclosure requirements for Pharmacy Benefit Managers under ERISA. Extending these transparency requirements to third-party administrators, insurers, and other entities would empower employers to negotiate better value for workers and businesses.

These tools for transparency and accountability already exist, but enforcement is lacking. Americans are frustrated with hidden prices and surprise bills, and they deserve to know where their money is going. The Trump administration has the authority to enforce these transparency rules, making healthcare more affordable and empowering patients, employers, and taxpayers alike.
