New Haven Receives $350K State Grant for Special Education and $97K Federal Grant for Amistad Museum

New Haven officials announced Tuesday that the city will benefit from two significant grant awards aimed at education and cultural heritage. A $350,000 allocation from Connecticut’s High‑Quality Special Education Incentive Grant Program will flow to New Haven Public Schools, and a $97,250 federal grant from the Institute of Museum and Library Services (IMLS) will support the nonprofit Discovering Amistad’s museum expansion.

State Funding Boosts Special‑Education Services

State Senator and President Pro Tem Martin Looney highlighted the $350,000 grant as a response to the growing costs of special‑education programming. “Lawmakers know special education plays a transformational role in the lives of children with additional needs, but its costs, while necessary, can harm town and city budgets,” Looney said in the press release. He thanked Governor Ned Lamont for the investment.

New Haven Public Schools spokesperson Justin Harmon explained how the money will be used. The district plans to increase training for teachers on co‑teaching methods, allowing special‑education students to spend more time in general‑education classrooms. Additionally, the grant will fund the expansion of specialized programs for students with complex learning needs, helping keep more of those students within the district.

Federal Support Enhances Amistad Museum Outreach

U.S. Representative Rosa DeLauro and Senator Richard Blumenthal announced a separate IMLS award of $97,250 to Discovering Amistad, a nonprofit dedicated to preserving the story of the 1839 Amistad slave revolt. The grant will be used to modernize exhibits, add interactive dockside and shipboard displays, and develop a new curriculum for grades 8‑12.

Executive Director Paula Mann‑Agnew said the project, called Amistad Museum Plus (AM+), will feature 3‑D virtual tours, multimedia portals, live reenactments, and traveling modular exhibits. The goal is to reduce geographic barriers and increase statewide access, allowing students, teachers, and community members across Connecticut and beyond to engage with this pivotal chapter of American history.

Both grants reflect a broader commitment to education and heritage preservation in New Haven. The special‑education funding aims to improve outcomes for students with additional needs while easing budget pressures on the city and school leaders.
