Investigators say the messages included sexually explicit requests and plans to meet, and those conversations pushed the operation from online monitoring to an in-person sting. Felan allegedly believed he was dealing with three different underage girls at times, but deputies say all three identities were undercover operatives.
Sheriff Salazar described the situation bluntly during a Friday press conference: “Three different instances where he thinks he’s talking to three different underage girls, when in reality he’s talking to three undercover operatives,” and that pattern framed the scope of the investigation. Law enforcement says the operation was coordinated carefully to establish intent and to prevent any chance of actual minors being harmed. The Secret Service joined the effort, and federal agents were not encountering Felan for the first time.
Authorities say the Secret Service had previously crossed paths with Felan during an earlier sting attempt in April that did not result in an arrest because he stopped communicating and never showed up for an arranged meeting. Investigators treated that prior contact as relevant history and used it to build a stronger case this time. That earlier break in contact gave agents reason to expect Felan might try again, and they kept monitoring him until the latest operation was ready.
On the day of the arrest, detectives say Felan arranged to meet the deputy posing as a 16-year-old at a restaurant in the 10700 block of Potranco Road, where a SWAT team moved in and took him into custody. He faces a charge of online solicitation of a minor, which is a second-degree felony under Texas law. After the arrest, deputies booked him into the Bexar County Adult Detention Center while the investigation continues and prosecutors review the evidence.
Sheriff Salazar also noted a link between Felan and the military community, explaining, “He’s some kind of contractor that had been doing some work at Lackland (Air Force Base),” but stressed investigators do not believe any crime connected to this case occurred on base property. That detail prompted both local and federal authorities to coordinate carefully, ensuring base operations and personnel were not implicated. Officials are continuing to examine Felan’s background and any contracts or work he may have done around military installations.
