Louisville’s police reform process is showing early progress, according to the first semi-annual report from the independent monitor overseeing LMPD’s voluntary reform effort.

The report from Effective Law Enforcement for All praises the department’s early work, including encouraging improvements in use-of-force reform, accountability, officer wellness, and community outreach.
Mayor Craig Greenberg said, ‘This report demonstrates a strong foundation for the work ahead.’ The report will be discussed in detail at the upcoming Community Safety Commission meeting.
Despite the progress, the report notes that behavioral health crisis response remains a major concern. Commission member Kungu Njuguna, an ACLU-KY policy strategist, emphasized the need to prioritize policy and training around mental health issues.
Njuguna also urged the adoption of the community commitment into law, stating, ‘If we really want LMPD to be constitutional, transparent, and accountable, let’s adopt the community commitment into law.’
