San Antonio Mayor’s Plan to End Workforce Program Faces Legal Hurdles

San Antonio Mayor Gina Ortiz Jones has proposed ending the city’s Ready to Work program early to help fill a $158 million budget gap. However, City Attorney Andy Segovia has warned that the plan may run afoul of state law.

Program Details

The Ready to Work program was established in 2020 to provide scholarships, support, and training pathways for San Antonio residents. The program was set to run through 2030, but the mayor’s plan would divert up to $100 million of its funds to the city’s general fund.

Segovia advised council members that the funds are restricted under Texas’ Better Jobs Act and can only be used for specific purposes, such as developing a skilled workforce, literacy, and education. Using the funds for unrelated purposes, like infrastructure improvements, would not be consistent with state law.

Council Reaction

Some council members, including Councilwoman Teri Castillo and Councilwoman Sukh Kaur, have expressed support for the program, citing its benefits for their constituents. However, other council members, such as Councilman Marc Whyte and Councilwoman Misty Spears, have been less supportive, suggesting that the program has not delivered the promised results.

The mayor’s plan would require public approval, and the city attorney’s warning has raised questions about the feasibility of the proposal. The council will need to consider the issue and decide whether to put it to a vote.
