The measures are being implemented in support of National Security Presidential Memorandum-7, as part of an ongoing federal effort to intercept networks that foment political violence before they escalate into criminal actions. The visa blocks are being enforced under Section 212(a)(3)(C) of the Immigration and Nationality Act.
