Casper Updates Mobile Vendor Permits

The City of Casper is broadening access for mobile vendors operating within the city’s downtown and Old Yellowstone districts, following a vote by the Casper City Council at Tuesday’s meeting.

Changes to Permitting Regulations

The newly approved ordinance completely removes the 10-day monthly cap and allows up to two mobile vendors to operate on a single block face. If three or more mobile vendors request to operate on the same block on the same day, a formal street closure requiring a special event permit will still be required.

The move also restructures the financial requirements for vendors. The former fee of $25 per parking spot has been replaced with a flat $25 permit fee per application. Although the fee structure has changed, the existing physical limits remain in place, allowing vendors to occupy a maximum of three diagonal spaces or two parallel spaces.

City Chief of Staff Fleur Tremel noted in a city memo that the flat-fee adjustment is expected to result in a minimal reduction in municipal revenue.

Mobile vendors remain barred from operating in public alleyways, parkways, handicapped parking spaces, fire lanes, loading zones, and school-related critical parking zones. Additionally, vendors are prohibited from blocking pedestrian ramps, sidewalks, crosswalks, and driveways. Permitted hours for setup and operation are set from 3:00 a.m. until 3:00 a.m. the following morning.

Violations of these regulations constitute a misdemeanor punishable by a fine of up to $500. Additionally, any vendor who incurs two or more violations within a 12-month period faces a six-week revocation of their ability to apply for new permits.
