The mayor of Balcones Heights, Johnny Rodriguez Jr., is denying all allegations against him after an investigation found multiple claims of unprofessional conduct and a hostile work environment to be substantiated.
Investigation Findings
The investigation, conducted by an outside law firm, found that it is “more likely than not” that Rodriguez engaged in unprofessional conduct, created a hostile work environment, and interfered with city matters beyond his scope of duties.
The report includes claims of the mayor using racial slurs, making homophobic comments, and referring to employees as “rats” in a voicemail. The investigation also found evidence of repeated instances of adverse treatment and threats against employees who made protected complaints or publicly criticized the mayor.
Mayor’s Response
Rodriguez has denied all allegations, calling them “complete lies” and “fabricated to try to character assassinate me.” He claims the investigation is biased and that the allegations are part of an organized opposition against him.
The City Council voted 3-2 to accept the report’s findings and to waive the city’s attorney-client privilege, allowing a version of the report with most names redacted to be publicly released.
