On Monday, April 6, Collin County commissioners voted to begin upgrades at the county animal shelter after determining the 2023 bond package would not fully fund construction of a new facility.
The unanimous decision permits the county to tap available cash reserves to carry out improvements to the existing shelter. Planned work includes replacing the HVAC system, adding about 8,800 square feet of animal housing and building a dedicated isolation room for animals with contagious conditions.
The action comes as officials confront a shortfall tied to the $5.7 million bond voters approved in 2023 for a replacement shelter. County Administrator Yoon Kim said that bond proceeds are not enough to complete the project; revised estimates put the total cost nearer to $11.1 million, substantially above the original allocation.
