Cleveland’s Lead-Safe Housing Program Faces Uncertain Future

A Cleveland program designed to provide housing for families displaced by lead hazards is facing an uncertain future as its funding dwindles. Initiated last May, the program aimed to assist parents forced to choose between unsafe homes and homelessness due to lead poisoning risks. Lead, often found in paint, poses significant health threats to young children, affecting brain development and growth.

Funding Challenges

In its first year, the program, managed by Environmental Health Watch, successfully helped around 90 families find temporary or permanent housing. However, the funding, sourced from federal COVID recovery dollars, must be spent by the end of June. With $640,000 of the $800,000 already used by March, the program’s leaders are seeking permission to extend the spending deadline until the end of the year, as the federal deadline allows.

Dr. David Margolius, Cleveland’s public health director, emphasized the importance of continuing the program, urging private funders to step in. Ayonna Blue Donald, from the Lead Safe Cleveland Coalition, is actively fundraising but has not disclosed details.

Impact on Families

For families like Emerald Glass’s, the program has been crucial. After her son was diagnosed with high lead levels, the program helped her move from a hazardous rental home to an extended stay hotel. The relocation team provided comprehensive support, from negotiating lease breaks to covering moving expenses and utility bills.

The program’s flexibility has been key, assisting families with diverse needs, including temporary hotel stays during home renovations and long-term relocations. The demand for such support is evident, with enrollment peaking in December and March.

Future Prospects

As the program’s future hangs in the balance, Blue Donald is exploring sustainable solutions, such as leasing units across the city to reduce hotel costs and provide stable housing options. However, the program’s continuation ultimately depends on securing new funding sources.

The success of the program highlights the ongoing need for safe housing solutions for families affected by lead hazards. Without continued support, many community members could face significant challenges in securing safe living conditions.
