NuLu merchants say new paid parking hurts local shoppers

Business owners in the NuLu neighborhood of Louisville are sounding the alarm over a new paid parking system that they say is driving customers away. Earlier this year, the Parking Authority of River City (PARC) rolled out hourly on‑street meters in designated blocks of NuLu, claiming the change would make parking easier for drivers.

Merchants describe the impact

Katie Meinhart, president of the NuLu Business Association, says the reality on the ground is far different. While PARC negotiated a parking‑pass arrangement for employees, Meinhart believes many shoppers are staying away because they must pay multiple fees – first for the meter and then again for purchases.

“They’re not coming because they’re paying multiple dollars to then come in and pay money to shop in our stores,” Meinhart told local reporters.

Calls for better signage and free‑parking periods

Business leaders also say the new meters are confusing. Meinhart says clearer signs are needed to explain where and how to park, including the different configurations and meter rates. Drivers echo the sentiment. “I would really like to be able to support small businesses,” said Mark Gaff, a local driver. “It seems like Louisville doesn’t make it easy.”

Tabitha Bishop, who works at the coffee shop Le Lieu on South Shelby Street, recently received a parking ticket while stopping for a drink. She says the change has already reduced foot traffic.

“It’s definitely cut down on our local traffic a lot,” Bishop said. “I feel like tourists are still paying, but local people are not shopping as much.”

Business community seeks relief

Several merchants are now urging PARC to restore free parking or at least provide a grace period for customers. “We don’t want this paid parking,” Meinhart said. “We want our free parking.”

The parking overhaul follows a streetscape renovation in February that aimed to improve the visual appeal of NuLu. While the redesign was welcomed, the addition of meters has sparked a backlash among those who rely on easy, affordable access to the area’s boutique shops, restaurants, and galleries.

PARC’s response

PARC maintains that the meters were installed to streamline parking and reduce illegal parking violations. The authority points to data showing a reduction in curb‑side violations since the meters went live, arguing that the system benefits both drivers and businesses by creating a more orderly streetscape.

“Our goal is to provide a fair, predictable parking experience for everyone,” a PARC spokesperson said. “We are monitoring feedback and will consider adjustments to signage and pricing as needed.”

What’s next for NuLu?

Local business leaders say they will continue to work with PARC and city officials to find a solution that balances orderly parking with the economic health of the district. They hope that clearer signage, a possible free‑parking window for shoppers, or a revised pricing structure could restore the flow of customers that fuels NuLu’s vibrant small‑business community.

For now, merchants remain vigilant, urging residents and visitors alike to stay informed about the new parking rules and to support the neighborhood’s unique blend of local retailers.
