Illinois leaders reopen talks with Bears to keep franchise in state

Illinois officials are moving quickly to keep the Chicago Bears from relocating to Indiana. Governor J.B. Pritzker, state legislative leaders, NFL Commissioner Roger Goodell and Bears executives—including owner George McCaskey and President/CEO Kevin Warren—met in Chicago this week to discuss a possible legislative path that would allow the team to build a new stadium within the state.

Legislative effort gains momentum

During the meeting, participants agreed to continue drafting legislation that could enable the Bears to construct a world‑class stadium and mixed‑use district either in Arlington Heights or, if feasible, within Chicago city limits. Pritzker said the proposal would be presented to the Senate’s veto session in mid‑November and early December, emphasizing the state’s commitment to providing a viable option for the franchise.

“We want to make sure there is a piece of legislation that works for the Bears,” the governor explained. “Then it’s up to the Bears where they want to put their stadium, and we want to ensure the opportunity remains in Illinois.”

Bears’ position and previous Indiana plans

The Bears previously announced that their “sole focus” was on a stadium project in Hammond, Indiana, citing the tax relief and infrastructure certainty offered by that state. In August, the team highlighted an “excellent deal” in Indiana and said due diligence was being finalized on two sites near Wolf Lake.

However, the Illinois proposal now offers a chance to keep the historic franchise—over a century old—within the state. The Bears’ statement reiterated their commitment to a “world‑class stadium and mixed‑use district for our fans, the Chicagoland community and the team,” while also acknowledging the recent engagement from Illinois leadership.

Economic and community impact

State officials argue that retaining the Bears would generate jobs, stimulate economic growth, and bring global events to the region. The proposed development could include retail, entertainment, and residential components, creating a lasting boost for local businesses and tax revenues.

Lawmakers previously fell short of providing the tax incentives and infrastructure guarantees the team sought, prompting the Indiana outreach. The renewed dialogue reflects a shift in Illinois’ approach, aiming to match or exceed the benefits offered across the state line.

Next steps

The legislative package is expected to be introduced in the upcoming veto session, with further negotiations between the Bears and Illinois officials slated for the coming weeks. If passed, the bill would give the franchise a clear legal framework to proceed with stadium planning in Illinois.

While the Bears have not ruled out the Indiana option, the renewed engagement suggests a genuine willingness to consider an Illinois location, keeping the team’s legacy tied to the Chicago area.
