New Haven Finance Committee Schedules Public Hearing on Bond Issue and Budget Adjustments for Nov. 9

The New Haven Board of Alders’ Finance Committee announced its agenda for a public hearing on Thursday, Nov. 9, 2026, at 6:00 p.m. The meeting will be held in the Aldermanic Chambers at 165 Church Street, New Haven. Residents are invited to attend in person or submit written testimony by email before 2:00 p.m. on the day of the meeting.

Key items on the agenda

OR‑2026‑0049 – An ordinance amendment authorizing the issuance of general obligation bonds for fiscal year 2026‑2027 and appropriating $17,500,000 to fund the Litigation Self‑Insurance Fund. The funds will support the city’s settlement of Adam Carmon v. City of New Haven, et al.

OR‑2026‑0040 – An amendment to Appropriating Ordinance No. 1 for FY 2025‑26, pursuant to Article VIII of the City Charter and Sections 2‑385 to 2‑389 of the Code of General Ordinances. The measure approves Transfer No. 26‑999, which is intended to eliminate negative line‑item balances for the fiscal year ending June 30, 2026.

LM‑2026‑0404 – An order to read and file the updated budgetary and financial reports for July 2026, in compliance with Article VIII, Section 5 of the Charter.

LM‑2026‑0442 – An order to read and file the updated budgetary and financial reports for August 2026, also complying with Article VIII, Section 5.

September 2026 Report – An order to read and file the updated budgetary and financial reports for September 2026, again pursuant to Article VIII, Section 5.

How to participate

Members of the public who need a disability‑related accommodation should call three business days in advance at 203‑946‑7651 (voice) or 203‑946‑8582 (TTY). Written comments may be emailed to [email protected] before 2:00 p.m. on the day of the meeting.

Where to find the documents

All agenda items and supporting documents are available for public inspection at the Office of Legislative Services, 165 Church Street, 2nd Floor, New Haven. The agenda was prepared by Hon. Adam Marchand, Chair of the Finance Committee, and attested by Michael Smart, City Clerk.

Why this matters to New Haven residents

The proposed bond issuance will provide the city with a dedicated funding source to cover legal liabilities arising from the Carmon settlement, helping to protect municipal finances and maintain essential services. The budget adjustments aim to correct accounting shortfalls and ensure that the city’s financial statements accurately reflect its fiscal position. By reviewing and approving these measures, the Finance Committee helps safeguard the city’s fiscal health and transparency.

Community members are encouraged to stay informed about the city’s financial decisions and to voice their perspectives during the public hearing. Active participation strengthens local governance and aligns with New Haven’s tradition of civic engagement.
