Hillsborough Clerk Victor Crist Revamps Employee Handbook with Staff Input

HILLSBOROUGH COUNTY, Fla. — Clerk of the Circuit Court and Comptroller Victor Crist is turning the traditional top‑down model of county administration on its head. By inviting almost 700 employees to help rewrite the office’s employee handbook, Crist is fostering a culture of collaboration that has already earned the office two prestigious Top Workplaces awards in 2026.

Staff‑Driven Policy Review

When Crist assumed office in January 2025, he set out to replace the old‑fashioned, hierarchical decision‑making process with a more inclusive approach. While many Tampa Bay government agencies have experimented with participatory management, Crist’s office took the idea further by allowing staff to review, comment on, and suggest changes to the policies that affect their daily work lives.

The effort centered on a comprehensive overhaul of the employee handbook, a document that outlines workplace expectations, employee rights, benefits, and procedures for everyday issues. Many of the handbook’s sections had not been updated in more than twenty years, still referencing pagers and walkie‑talkies, according to Chief of Staff Bill Barrett.

Collaboration in Action

Rather than leaving the rewrite to administrators or human‑resources staff alone, Crist asked the entire workforce to participate. Employees examined draft language in phases, confirmed their understanding of each provision, and submitted recommendations for improvement. “I wanted their understanding, but also their input, their buy‑in, and to know they are appreciated,” Crist said. “I believe in leading by collaboration.”

This inclusive process, Crist argues, ensures that policies are both principled and practical. When staff members feel ownership over the rules that govern them, they are more likely to follow and support those rules.

Addressing Remote‑Work Concerns

One of the most vocal issues raised by staff was the fear that the administration might eliminate remote‑work options. Rather than imposing a top‑down decision, Crist worked with employees to craft guidelines that balance flexibility with the office’s operational needs. The resulting policy preserves the ability to work from home while setting clear expectations for performance and availability.

New Protections and Clarity

The updated handbook also introduces a robust anti‑bullying policy and expands provisions for workplace accommodations. It makes information about employee rights and benefits easier to locate, including protections under Florida law for employees affected by domestic violence.

To keep the handbook current, the office now posts it online for easy access and circulates weekly newsletters highlighting any changes. Employees are required to read and sign off on the handbook, a step that both ensures compliance and gives staff a chance to comment on future revisions.

Recognition and Broader Impact

The Tampa Bay Times announced the first Top Workplaces award in March, and USA Today followed with a second in April. Both honors recognize organizations that have cultivated strong workplace cultures. Crist sees the awards as validation of his commitment to employee participation, communication, and trust.

While other Tampa Bay governments have adopted limited employee‑feedback mechanisms, Crist’s comprehensive handbook revision remains a rare example of true staff empowerment at the county level.

National Context

A 2025 Brightmine survey of nearly 400 companies found that less than half are confident their handbooks are legally up‑to‑date, and 12 percent reported paying legal fees, settlements, or fines for outdated policies. A 2020 XpertHR study showed that 66 percent of companies struggle to get employees to read their handbooks. Crist’s approach—requiring readership, sign‑off, and allowing comments—directly addresses these industry‑wide challenges.

By placing employees at the heart of policy development, Victor Crist is not only improving the work environment for his staff but also setting a model for other local governments seeking to strengthen trust and efficiency through collaboration.
