Bly Road closure near Independence data center raises winter safety concerns

For more than seven months, Bly Road – a key north‑south connector for families living near the new Nebius hyperscale AI data center in Independence’s Little Blue Valley – has remained closed. The road was shut on April 1 to accommodate the data‑center development, but residents say the promised reopening date of early August has long passed, leaving them to navigate a steep, treacherous hill during the coming winter months.

Local drivers fear loss of access in icy weather

North Bly Road now dead‑ends at East Bundschu Road at the bottom of a steep grade. When conditions make the north end impassable, drivers are forced onto a makeshift road block heading south, a situation that could become dangerous once snow, ice or heavy rain arrive. “It’s not fun because when you get to the bottom of the hill, you either have to go left or right, and if you’re sliding, you have no control of where you’re going,” said resident Howard Hoff.

Neighbor Daniel Moorehead added that the closure adds five to eight minutes to his daily commute and creates a safety hazard for anyone needing to reach work, medical appointments, or emergency services. “If somebody has to go to work or has a doctor’s appointment, or if an emergency vehicle has to get in here and the north hill is slick, none of that’s going to happen,” Hoff warned.

Construction traffic adds to the burden

Beyond the loss of the road itself, residents report frequent, noisy truck traffic spilling onto the remaining portion of Bly Road. Despite security at the north end, trucks sometimes pass through the middle of the night, disrupting the quiet of the neighborhood. “You can’t imagine it unless you live here – the noise, the traffic, the city not holding up their end of the deal,” Hoff said.

Moorehead expressed a longer‑term concern: even if the road reopens, the new entrance to the data‑center site could turn Bly Road into a permanent thoroughfare for construction trucks, further degrading the quality of life for nearby families.

Developer and city response

NorthPoint Development, the project’s developer, and its contractor Superior Bowen have not responded to multiple requests for details about the delay or a firm reopening timeline. The developer originally indicated the road would be back in service by early August, a target that has clearly been missed.

The City of Independence, citing a Sunshine Law request, issued a statement acknowledging residents’ concerns and noting that the northern portion of Bly Road – the steep grade – is an existing roadway not part of the current reconstruction. The southern portion, being rebuilt as part of NorthPoint’s plan, is relatively flat. The city emphasized that while the project is privately managed, it is working with the developer to encourage progress and restore access as soon as possible.

Current status of the site

As of the latest update, asphalt has been laid on the rerouted segment, sidewalks and a parking lot for a new dog park have been poured, but street lighting remains absent. No definitive opening date has been provided, leaving residents anxious about navigating the steep north end during the upcoming winter season.

Local officials and community members continue to press for a clear timeline and for the city to ensure that the developer fulfills its obligations to the neighborhood. With November already bringing colder weather to Missouri, the urgency of reopening Bly Road – or at least providing a safe alternative – remains a pressing issue for Independence families.
