Spokane City Council approves $2.89B budget, adds bike patrol and public records officer

Spokane, Wash. — In a decisive 6‑1 vote, the Spokane City Council adopted a $2.89 billion biennial budget that will guide city operations through 2028. The plan seeks to preserve core services and address a looming $90 million general‑fund deficit.

Mayor’s priorities guide the numbers

Mayor Lisa Brown highlighted that the budget centers on community safety and essential city services. She emphasized that maintaining public‑safety staffing and critical infrastructure remains the administration’s top priority, even as the city navigates fiscal pressures.

Council members voice concerns and optimism

Councilmember Michael Cathcart expressed worry that the budget’s language could obscure transparency, saying, “It is going to create a lot of cloudiness and a lack of transparency frankly, because we are not going to know how we’re going to be budgeting and what we’re going to be spending on until these analyses are done each year.”

Despite that criticism, six council members supported the measure. Councilmember Kitty Klitzke praised the approach, noting it could help Spokane identify savings and make more mindful investments. “I’m excited about this. I think it could end up with cost savings or it could end up with us making more mindful investments with a much better awareness of how they’re affecting our citizens, especially our citizens of disparate income,” she said.

Key initiatives in the new budget

The budget introduces several new initiatives aimed at enhancing public safety and government efficiency:

  • A downtown bike and foot patrol unit to increase visibility and rapid response in the city’s core.
  • A dedicated public records officer to improve access to city documents and strengthen transparency.
  • Additional investments in emergency‑management capabilities to better prepare for natural disasters and other crises.

These measures are intended to provide residents with a safer environment while ensuring the city’s operations remain accountable and fiscally responsible.

Next steps

The council’s approval moves the budget toward final adoption on December 31, 2026. City officials will continue to monitor the deficit outlook and explore cost‑saving opportunities throughout the biennium.

Spokane residents can expect the new budget to shape city services, public‑safety initiatives, and fiscal planning for the next two years, reflecting both the mayor’s vision and council members’ input.
