New Chesapeake Council Majority Opposes Data Center Development

Chesapeake voters have elected a council that is uniformly skeptical of new data center projects. All five winners—Dr. Janelle St. Louis, Santiera Brown‑Yearling, Daniel “Lieutenant Dan” Rosinski, and two other newcomers—signed a community petition demanding a cautious approach to data center development.

Election results reflect community concerns

The August petition, organized by local environmental advocate Jeff Staples, asked candidates to publicly disclose their stance on data centers before the November election. By Election Day, fourteen of the fifteen candidates on the ballot had signed, including every council winner. Incumbent Daniel Whitaker, who failed to secure a seat, was the sole candidate who did not sign.

Staples told News 3 that the petition was meant to give voters a clearer picture of where candidates stood on an issue that has dominated recent city‑hall meetings. “It’s been the talk of the town for quite some time now and it really hasn’t let up,” he said.

New council members pledge a moratorium

Dr. Janelle St. Louis, a clinical pharmacist and early signer of the petition, said she intends to bring a public‑health perspective to council deliberations. “As a healthcare provider, I have to think and bring a public‑health lens to City Council and that ambient humming noise coming from a data center is not what we want here in Chesapeake,” she explained.

St. Louis also emphasized the need for tighter restrictions on infrastructure, electricity, water demand, and noise associated with data centers. “It’s right for us to have a moratorium and to think about what we’re going to do moving forward, but I definitely agree that we need to have some tighter restrictions so that we can prevent a data center from coming in Chesapeake at this time,” she said.

Council pause gives time for careful review

The council previously voted in July to pause any recommendations or consideration of data center applications for eight months. That pause remains in effect while officials evaluate the potential impacts of future projects.

Jeff Staples noted that the pause allows the city to consider whether stricter standards are needed to protect residents’ quality of life. “Communities that signal they are closed for business and investment may miss out on those opportunities,” he warned, but added that protecting citizens from excessive noise and utility strain is a priority.

Industry response

The Data Center Coalition, representing the industry, responded to the election outcome by highlighting the economic benefits of data centers, including job creation, local tax revenue, and broader investment. A spokesperson said, “Data centers can play a crucial role in advancing Virginians’ top priorities, including affordability, job creation, and local tax revenue. The industry remains committed to engaging with residents and local leaders to ensure digital infrastructure meets community standards.”

The coalition cautioned that a prolonged moratorium could cause Virginia to lose high‑wage jobs and tax revenue to neighboring states. “Communities that signal they are closed for business and investment may miss out on those opportunities,” the statement read.

What comes next?

With the new council in place, Chesapeake residents can expect continued dialogue on data center policy. Council members have pledged to listen to citizen input and to evaluate any future applications against stricter criteria.

Local officials have not yet set a timeline for lifting the eight‑month pause, but the council’s composition suggests that any future approvals will be scrutinized closely, with an emphasis on protecting public health, infrastructure capacity, and neighborhood tranquility.
