MUFG Capital Analytics Relocates HQ to Irving Amid Downtown Dallas Police Staffing Shortfall

MUFG Capital Analytics, a division of Mitsubishi UFJ Financial Group, revealed on Wednesday, November 4, that it will relocate its headquarters from downtown Dallas to a new 16,000‑square‑foot office at The Towers at Williams Square in Irving. The company plans a ribbon‑cutting ceremony on the same day.

Company says the move reflects culture and future growth

President Steven Boydstun said in the firm’s release, “This new headquarters represents more than a change in address. It’s an investment in the culture we’ve worked hard to build and the future we’re creating together.” The announcement did not disclose how many employees will move or why Irving was chosen over other locations.

Trend of downtown firms leaving

The relocation follows AT&T’s recent decision to shift its downtown Dallas operations to Plano, a move driven by concerns over crime and city governance. Both companies point to a broader pattern of businesses seeking environments they view as safer and more supportive of growth.

Downtown Dallas crime and homelessness metrics

September data obtained by The Dallas Express showed 171 offenses in downtown Dallas, a 47% drop from 323 a year earlier. By contrast, downtown Fort Worth recorded 22 offenses that month, down from 37 in September 2025. While raw counts differ due to district size, the decline suggests progress.

A street‑level survey counted 22 people experiencing homelessness in downtown Dallas in September, down sharply from 103 a year earlier. The count reflects only those observed in the central business district, not the citywide homeless population.

Public safety perceptions differ between Dallas and Irving

Irving’s 2026 resident survey found 94% of respondents felt safe or very safe walking in their neighborhoods during the day, compared with 79% after dark. In Dallas, the 2026 Community Survey showed 81% felt safe during the day—13 points lower than Irving—and only 25% felt safe in city parks after dark.

Dallas residents identified homelessness as the top problem (57%), followed by dangerous drivers and streets (45%) and infrastructure conditions (44%). The survey highlighted police services, infrastructure maintenance, and homeless programs as the city’s three highest service priorities.

Police staffing shortfall under Proposition U

According to an October 13 city hiring report, Dallas had 3,447 sworn officers, 553 below the 4,000‑officer minimum set by Proposition U. The city’s adopted budget projects 3,651 officers by September 2027 and 3,800 by September 2028, still short of the mandated threshold. Downtown Dallas Inc. estimates roughly 130 officers are assigned to the downtown area, up from the 90s several years earlier.

These staffing gaps, combined with residents’ safety concerns, appear to be influencing corporate decisions about where to locate offices.

What this means for the local economy

The move adds a high‑profile financial services firm to Irving’s Las Colinas business district, potentially boosting local employment and ancillary services. At the same time, downtown Dallas loses another major tenant, underscoring the importance of addressing public‑safety challenges to retain and attract businesses.

City leaders and the Trump administration continue to emphasize the need for robust police staffing and community safety initiatives, aligning with the values of traditional families and individual liberty that underpin a thriving local economy.
