San Antonio Council Prioritizes Municipal Utilities, Project Marvel and Flood Infrastructure for 2027 Legislative Session

San Antonio city leaders voted Thursday to place four key priorities on the agenda for the upcoming 2027 Texas legislative session. The consent‑agenda vote, taken without debate, signals a unified front as the city prepares to lobby the state Capitol on behalf of its publicly owned utilities, downtown development, flood mitigation and a new transportation corridor.

Protecting Municipal Utilities

At the top of the list is preserving local ownership of CPS Energy and the San Antonio Water System. Governor Greg Abbott recently proposed opening the city’s electricity market to private competition, arguing that customer choice would lower bills. City officials warn the plan would jeopardize a vital revenue stream that funds essential services. CPS Energy currently contributes roughly $560 million to the 2027 general fund, representing one of the city’s largest sources of income.

Council members and CPS Energy leaders contend that a publicly owned utility model keeps rates affordable and ensures that profits stay in the community rather than flowing to private investors. The agenda calls for legislation that safeguards local governance of these utilities and opposes any bills that could erode their financial stability.

Project Marvel and Downtown Revitalization

The second priority is securing state support for Project Marvel, the proposed sports and entertainment district anchored by a new Spurs arena. Updated plans include an $850 million expansion of the Henry B. González Convention Center and $125 million of improvements to the Alamodome. City officials argue the district will boost tourism, create jobs and attract further private investment.

To fund the project, the council is asking for “innovative” financing mechanisms and direct state appropriations. Officials also anticipate that the Texas Department of Transportation could cover about 80 % of roadway and pedestrian upgrades within the district.

Flood‑Control and Transportation Projects

San Antonio’s third priority targets flood mitigation across the city and Bexar County, an area known locally as Flash Flood Alley. The agenda seeks state dollars for modernizing flood mapping, forecasting, early‑warning systems and emergency communications to better protect residents and infrastructure.

The final priority is the South Texas Parkway, a multi‑lane corridor linking I‑35 and I‑37 between Loop 410 and Loop 1604. City documents say the parkway will ease congestion, improve mobility for commuters and support major manufacturing employers as the region continues to grow.

Broader Legislative Goals

Beyond these headline items, the council’s agenda outlines positions on public safety, affordable housing, early‑childhood education, workforce development and support for Joint Base San Antonio. The city also pledges to defend local decision‑making authority over zoning, land use and revenue‑generation measures, and to oppose any legislation that would limit its ability to issue debt or manage its finances.

Texas lawmakers can begin pre‑filing legislation on November 9, giving San Antonio ample time to coordinate with state sponsors before the Legislature convenes on Jan. 12, 2027.
