Families living at Shady Meadows Mobile Home Park in Cibolo, Texas, endured more than 24 hours without fully functioning water this week. The outage sparked anxiety among residents who pay their rent on time and rely on the utility for daily needs.
Resident reports and landlord dispute
Julie Phillips, a 20‑year resident, said she called the park’s landlord after the water stopped. The landlord’s response blamed the water company, adding that the company had turned off service because the park owed roughly $20,000 in unpaid bills.
Phillips explained, “My husband called me because he’s at work and said that they’re talking about not turning the water back on. They’re going to get everybody’s rent for November and then they’re going to foreclose on the property.”
KSAT investigation and city involvement
KSAT attempted to verify the foreclosure claim by calling the number listed for Shady Meadows Mobile Home Park and contacting two individuals previously responsible for the property, but received no response. The station also emailed the City of Cibolo multiple times without reply until a reporter visited the city’s utility office in person.
Following that in‑person visit, Nicole Perez, assistant to the city manager, emailed KSAT confirming that the city and the involved parties had reached a resolution regarding the water service issue at the park (located at 760 FM 78, Cibolo, TX 78108). Perez noted that water service was restored about an hour after KSAT’s third email to the city and before the reporter arrived on site.
Management change and resident hopes
Phillips said she pays $850 per month in rent and that other residents have heard varying rumors about the situation, including possible changes in park management. One resident, who asked to remain off camera, shared a text allegedly from a city employee stating that once the landlord paid the water bill, the utilities manager was no longer responsible for the park.
“I hope it stays on so we don’t have to move anywhere else, because we don’t have nothing saved up or anything like that to get out of here,” Phillips said, expressing relief that water is back but concern about future stability.
Current status
As of October 28, the water service was confirmed to be active for residents of Shady Meadows Mobile Home Park. The city has not disclosed the exact amount owed by the park’s ownership, and ownership of the park remains unclear.
The swift resolution demonstrates the City of Cibolo’s commitment to addressing essential utility concerns for its residents, reinforcing the importance of reliable municipal services for families who depend on them.
