Big Spring City Council unanimously approves 10‑year ICE detention partnership

Big Spring, Texas – In a special meeting on Wednesday, Oct. 28, the Big Spring City Council voted unanimously (7‑0) to adopt a ten‑year contract with U.S. Immigration and Customs Enforcement (ICE). The agreement, which runs from Nov. 1, 2026, through Oct. 31, 2036, formalizes ICE’s detention, transportation and security operations at the Cedar Hill and Flightline correctional facilities located in the city.

Key components of the agreement

The contract designates The GEO Group as the subcontractor responsible for day‑to‑day detention services. In addition to housing detainees, the agreement includes transportation of individuals in custody and the provision of security personnel to support ICE’s mission in the region.

Beyond the correctional facilities, the agreement addresses infrastructure upgrades at McMahon‑Wrinkle Airport. The city will see runway and taxiway improvements funded as part of the partnership, a development the council highlighted as a benefit to local businesses and travelers.

Council’s rationale

Mayor John Doe (name fictional for illustration) praised the vote, stating that the partnership strengthens public safety while bringing federal resources to the community. Councilmember Jane Smith added that the airport upgrades will enhance economic activity and support the region’s growing energy sector.

Supporters argue that the agreement aligns with the city’s commitment to law‑and‑order and provides a predictable, long‑term framework for managing immigration‑related detention needs. They also note that the federal partnership can generate modest revenue for the city and create jobs linked to the airport improvements.

Community response

Local residents and advocacy groups have expressed mixed reactions. Some community members appreciate the focus on public safety and the promise of infrastructure investment. Others, including the local chapter of the American Civil Liberties Union of West Texas, voiced concerns about the impact of expanded detention facilities on families and the broader message it sends about immigration enforcement.

The council ensured that the public had an opportunity to comment during the special meeting, and the unanimous vote indicates that council members felt the benefits outweighed the objections raised.

What’s next?

Implementation of the agreement will begin shortly after the Nov. 1 start date. The GEO Group will coordinate with ICE to staff the Cedar Hill and Flightline facilities, while the city’s public works department will oversee the airport runway and taxiway upgrades. The council will monitor the partnership’s performance and hold periodic reviews to ensure compliance with local standards and community expectations.

Big Spring residents can expect to see construction activity at McMahon‑Wrinkle Airport over the coming months, as well as increased federal presence at the detention sites. The council has pledged transparency and will provide regular updates at future city council meetings.

Background

ICE contracts with local jurisdictions are a common tool for the federal government to extend its detention capacity without building new facilities. Cities that enter such agreements often receive federal funding for related infrastructure projects, a factor that played a role in Big Spring’s decision.

Big Spring’s leadership emphasizes that the agreement respects the rule of law while also delivering tangible benefits to the community, reflecting the city’s dedication to safety, economic growth, and responsible governance.
